I’d say they’re definitely worth the money if you have a little discipline and time to put into your singing improvement. Of course some programs are better than others and you can find out with a little more research which one is for you.
Some singers really want someone pushing them and no kind of at home singing program would help them. If you don’t feel you have a problem with this, a vocal training CD could definitely help you get better just like they have helped many other singers.
